Dear Sirs:

Upon review of our emergency plan we noted an occurrence which we classified as an Unusual Event which does not meet the criteria for an Unusual Event.

We will submit a request for a change in the procedure to our safety committee in November, 1994.

This notification is being sent you to notify you of the change.

The section presently reads:

" EVENT:

Minor fuel clad leak with pool water level normal and ventilation system operative POTENTIAL RELEASE OR RADIATION LEVEL:

Less than maximum effluent concentrations (10CFR Part 20 Appendix B,-Table 2)

EMERGENCY ACTION LEVEL:

Detection of fission products in routine air and water samples STANDARD EMERGENCY CLASSIFICATION:

UNUSUAL EVENT IMPLEMENTING PROCEDURE:

UWNR 152 Suspected Fission Product Leak CORRECTIVE ACTION:

Shut down reactor; initiate precautionary evacuation if elevated CAM or stack monitor activity is indicated; determine if leak exists and determine which fuel element is leaking so that it can be placed in an isolation container.

Notify HRC."

Since the action level clearly does not warrant the given standard emergency classification, the classification will be changed to None.

The remainder of the section will remain unchanged.
