NO. 1 UNIT SALEM GENERATING STATION I
DOCKET NOS. 50-272 The No. 11 Centrifugal Charging Pump (CCP) was rendered inoperable at 0933 hours0.0108 days <br />0.259 hours <br />0.00154 weeks <br />3.550065e-4 months <br /> on August 15, 1983, due to failure of an oil cooler and the pump speed changer.
The unit is operating in MODE 1 at approximately 100% of rated thermal power.
Technical Specification 3.5.2.a requires that this pump be returned to OPERABLE status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, or the unit be placed in HOT SHUTDOWN within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.
l Although physical repairs on the cooler and speed changer have been completed, it appears that the final coupling alignment and pump testing cannot be completed, such that the pump can be returned to OPERABLE status within the allotted 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
PSE&G therefore requests that Technical Specification 3.5.2.a i
be amended on a one-time basis to permit operation for an additional 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> with the No. 11 CCP rendered inoperable.

Nuclear Regulatory Commission 8/17/83 Granting this extension, which closely parallels an extension granted on Salem Unit No. 2 as Amendment No. 3 to the Facility Operating License, poses no undue risk to the health and safety of the public, since the redundant No. 12 CCP and its associated power supplies can be demonstrated OPERABLE by keeping the No. 12 pump in operation during the proposed time extension.
Additionally, a positive displacement charging pump, of lesser capacity, is also available for use.
This change is deemed to not involve a significant hazards consideration since:

The change would provide for the plant condition with No.
11 CCP inoperable to exist for only an additional 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> which would not cause a significant increase in the probability or consequences of an accident previously evaluated.
An evaluation of peak clad temperatures during accident conditions using only the positive displacement charging pump was conducted at a similar Westinghouse design plant.
Discussions with Westinghouse indicate that the results of this study are applicable to the Salem Plant and indicate that a loss of both CCP's would not result in exceeding peak clad temperature limits.
Westinghouse is presently conducting a Salem specific analysis and these results will be transmitted in a subsequent letter.

This change does not modify the existing plant design and, therefore, does not create the possibility of a new or l

different kind of accident from any accident previously i
evaluated.
3.
The change does not involve a significant reduction in a margin of safety since the redundant CCP is already in operation with the positive displacement pump as backup.
This change involves a single safety issue and therefore is determined to be a Class III amendment.
A check in the amount of $4,000 will be forwarded shortly.
Your consideration of this request as an emergency request, with its attendant expedited treatment will be greatly appreciated.
