JOHN D. HURD, being duly sworn according to law, deposes and says as follows:

I am the SNUPPS Mechanical Group Supervisor for Bechtel Power Corporation, Gaithersburg Power Division, Caithersburg, Maryland. A statement of my professional qualifications is in the record of this proceeding as Attachment 3 to Applicant SA-312 Piping Testimony, ff. Tr.
1773. I make this affidavit in response to the Atomic Safety and Licensing Appeal Board's Order of August 15, 1983.

The Appeal Board states that "[t]he testimony of record indicates that the ASME code-required pressure for SA-312 piping at Callaway is 882 pounds per square inch." Actually, 882 pounds per square inch is the hydrostatic test pressure, calculated in accordance with SA-312, for the particular size pipe and schedule used in the hydrostatic burst tests which were a part of Bechtel's investigation of centerline lack-of-penetration in SA-312 piping.
It is neither a design pressure (which is less than the 8308250231 830822 PDR ADOCK 05000 0 0
I hydrostatic test pressure) nor a number applicable generically to SA-312 piping.

Applicant Exhibit 11 is the report of the tests performed by Bechtel on the SA-312 piping. These tests were performed on 12-inch, schedule 40S pipe size. While other pipe sizes, both in diameter and wall thickness, are used in a nuclear power plant, this pipe size was selected for the tests as being typical and representative of the double-welded, stainless steel pipe utilized. The calculation of the ASME Code-required hydrostatic test pressure for 12-inch, schedule 40S pipe results in 882 psi. This pressure will differ for other pipe sizes and wall thicknesses, and should not be compared with the design pressures listed for all of the piping listed in Enclosure 5 of Applicant Exhibit 10.
For all of the entries in Enclosure 5 to Applicant Exhibit 10 (ignoring Item No. 55 for the reasons set forth below), the design pressures are significantly below the Code-required hydrostatic test pressures.

Beyond the fact that the comparison made is misguided, however, there is also an error in Applicant Exhibit 10, Enclosure 5, pige 4 in that the subject entry shown as Item No. 55 should not be on the list.
Subsequent to the submission of Union Electric letter ULNRC-314, May 11, 1979 (Applicant Ex. 10), Dravo, a piping subassembly fabricator for the Callaway Plant, advised Bechtel that Dravo inadvertently had listed Item No. 55 as using SA-312 pipe manufactured by Youngstown.
In fact, the pipe material used in that line is ASME SA-358 and the pipe was supplied by ARMCO Steel. This error was recognized prior to the submission of Union Electric's. response (in the form of a SNUPPS letter) to IE Bulletin 79-03A
I on August 20, 1980 (Applicant Ex. 14), which included determination of whether any welded SA-312 piping was in use, or planned for use, in a safety-related system subject to design hoop stresses greater than 85 percent of the allowable stress set forth in ASME Section III.

In addition, as a result of the error reported by Dravo, Bechtel directed its Supplier Quality Representative at Dravo to review and ascertain the accuracy of the listing provided by Dravo. This was accomplished before the submission of the response to IE Bulletin 79-03A.
