I am writing to urge the Nuclear Regulatory Commission (NRC) to carefully monitor the operation of the Quad Cities Nuclear Power Station to ensure that the safety of citizens living near and working at the Quad Cities Station is not endangered because of faulty and ineffective equipment or lack of management oversight.

As you are aware, while the NRC's systematic Assessment of l License Performance (SALP) rated the Plant's overall performance as adequste or occaptable, it was " trending" downward in safety.

l I am particularly concerned that,this so-called trending is jeopardizing the safety of area citizens and workers at the Quad Cities Station.

In particular, tw<1 arees of concarn were raised in appraising the performance of thu facility. The first involves personnel mattero. The NRC's assessment report indicates that the plant had a high number of employee errors. For example, instances were discovered whnro personnel failed to follow standard operating procedures. Perhaps an even greater problem plarguing the facility is faulty equipment. The NRC also cited many instances where equipment w'as allowed to remain in poor condition. Unfortunately, efforts to prevent and correct these problems were not given a high priority.

In the past, Commonwealth Edison's promises to effectively implement improvements at the plant have gone unfulfilled. In fact, according to your own statements, there has been a " lack of vigor" by management to improve plant operations and the overall self assessment program to identify and correct problems was considered weak by NRC standards. Recent visits by NRC staff have indicated that while progress has been made, " considerable work rnmains to be done...".

I do not believe the NRC should back away and watch from a distance as Commonwealth Edison attempts to correct the problems at the plent. I urge you to carefully inspect the activities of 8/16...To EDO to Prepare Response for ED0's Signature....
