Scram Discharge System Technical Specification for Peach Bottom Atomic Power Station, Unit 3 4
Dear Mr. Stolz:
This letter responds to Ordering Paragraph No. 3 of the June 24, 1983, Confirmatory Order for Peach Bottom Atomic Station, Unit 3, regarding the Scram Discharge System modifications.
This paragraph on page 4 states that Technical Specification changes required for operation with the modified system shall be submitted at least 3 months prior to the required implementation date.
In the cover letter you further stated that the proposed Model Technical Specification, enclosed with the Confirmatory Order, was provided as guidance for preparing Technical Specification changes that will be required to be approved before operation with the modified system.
We have reviewed the system description of the modifications associated with the Scram Discharge System, which were made in response to I. E.
Bulletin 80-17, and have concluded that the current Peach Bottom Technical Specifications, as previously amended, will correctly reflect the system as modi fi ed.

1 concluded that they are essentially the same as the MTS transmitted in a July 7, 1980, letter (D. G. Eisenhut, NRC, to All Operating BWR's) regarding proposed improvements in the Scram Discharge Volume (SDV) design.
The July 7, 1980, letter requested that we propose Technical Specification changes "to I
provide surveillance requirements for SDV vent and drain valves and LCO/ surveillance reauirements for RPS and control rod block SDV limit swi t che s".
In response to this request, a Technical Specification Amendment Application was filed on October 14, a
1980.
Additional information regarding the Application was submitted on October 7, 1981, (S. L. Daltroff, PECo, to J.
F.
Stolz) in response to a request f rom the staff dated September 1, 1981, (J. F. Stolz to E. G.
Bauer, Jr., PECo).
The Application was approved by Amendment No. 88, issued March 1, 1983.
i We have compared the two MTS (submitted on July 7, 1980 and June 24, 1983) as they relate to the SDV vent and drain valves, and instrument volume level switches.
Two minor dissimilarities were noted and are discussed below.

The July 7, 1980, MTS proposes hot shutdown within six hours f or inoperable scram level switches on the instrument volume; the June 24, 1983, MTS recommends twelve hours.
The Peach Bottom Technical Specification is more conservative than either MTS provision (requires all control rods to be inserted within four hours).

Unlike the earlier MTS, the June 24, 1983, MTS recommends a i
channel check of the scram level switches every twelve hours if the design of the system permits.
The non-analog nature of the Peach Bottom level instrumentation precludes a channel check.
The switches are functionally tested monthly, and calibrated once every operating cycle.

For the reasons stated above and to maintain consistency between the Peach Bottom Unit 2 and Unit 3 licenses in the area of LCO and action statements, we do not propose to submit an Application addressing these two minor dissimilarties but rather that our amendment application of October 14, 1980, and the amendment issued March 25, 1983, does conform the license to the Order of June 24, 1983.
