Dear Dr. Murley:

This letter provides notification of Reportable Occurrence 83-25 pursuant to the requirments of Millstone Unit 2 Appendix A Technical Specifications, Section 6.9.1.8.i. This report concerns the discovery, during fuel inspections, of conditions not specifically considered in the Safety Analysis Report or Technical Specifications that ney require r medial action or corrective measures to prevent the existence or developrent of an unsafe condition.

During spent fuel inspection of Westinghouse manufactured fuel on August 11,1983, four (4) severed upper end fitting springs were discovered.

Each Westinghouse manufactured fuel assmbly hcs four (4) coil springs to provide additional holdown force during operation. These four (4) springs are empressed by the fuel alignment plate to provide the holdown force.

Four (4) fuel assenblies to date have eAuftited severed springs, one (1) severed spring in each of the four (4) fuel assemblies. Three (3) of the severed springs were in twice burned Westinghouse manufactured fuel and one (1) severed spring in once burned Westinghouse manufactured fuel.

One hundred percent inspection is now in progress on Westinghouse ranufactured fuel. Examination of discharged Cmbustion Engineering manufactured fuel is planned, although the amount to be examined is undefined at this time.
