V0GTLE ELECTRIC GENERATING PLANT, UNITS 1 AND_2 DOCKET NOS. 50-424 AND 50-425

1.0 INTRODUCTION

By letter dated January 25, 1991, GeorgiaPowerCompany,etal.(thelicensee) proposed amendments to change the Vogtle Electric Generating Plant, Units 1 and 2. Technical Specifications (TSs). The requested changes would revise the composition of the Plant Review Board (PRB) by substituting the Technical Support department for the Quality Control (QC) and the Nuclear Safety and Compliance (NSAC) departments.

2.0 EVALUATION Technical Specification (TS) 6.4.1.2 dnscribes the composition of the PRB.

It includes department superintendents, or managers, or supervisory personnel who report directly to department superintendents or managers frun Operations, Maintenance, QC, Health Physics, NSAC and Engineering Support. At Vogtle, the Technical Support department includes both the QC and the NSAC departments.

However, the TS does not specifically include the Technical Support department in the PRB. The licensee proposes to change the TS to reflect this organization by substituting the Technical Support department for the QC and NSAC departments in the PRB. This will allow the manager of the Technical Support department to represent the supervisors of both the QC and the NSAC departments. The proposed amendments do not include any change either to the qualifications for membership on the PRB, or to the fur-tiri of the PRB.

The NRC staff has reviewed the proposed changes and finds them to be of an administrative nature. Moreover, the changes have no adverse affect upon safety.

Therefore, the changes are acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Georgia State Official was notified of the proposed issuance of the amendments. The State Official had no comments, a.0 ENVIRONMENTAL CONSIDERATION These amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be eridangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
