2 on the Pot ent ial Deficiency of Wes t inghouse Solid State Prot ect ion System," is submi t t ed pursuant to the requirements of 10CFR50.55(e).

Wes t inghou se is still reviewing proposed design changes of the on-line tes t circuitry design of the Solid State Prot ect ion System.

When details of the corrective act ion are available, Duquesne Light Company will issue another report on this cubject.

It is expect ed that this report will be issued to the Region 1 Office by July 31, 1984.

BEAVER VALLEY POWER STATION - UNIT NO. 2 DUQUESNE LIGHf COMPANY Interim Report No. 2 on Potential Deficiency of Westinghouse Solid State Protection System 1.

SUMMARY

Westinghouse has ident ified a pot ent ial pr oblem in the so lid state prot ect ion system (SSPS) on-line tes t ing circuits for sys tem relays which could result in an unde t ect ab le fa ilur e.

The SSPS pr ovides protection and control of plant equipment, reactor trips, and actuates the engineered safety features systems.

On August 30, 1982, Duquesne Light Company (DLC) notified R. Keimig of the Region I of fice by telephone.

On September 29, 1982, l!LC provided additional details concerning this subject with the issuance of Interim Report No. 1.

DESCRIPTION OF DEFICIENCY Periodic tes t ing of the solid state prot ection system requires actua-tion of system mas ter relays anci continui ty tes t of the output rel ays.

During testing, the vo lt age applied to the output relays is red uced from 120V ac to 15V dc.

A pushbutton test switch actuates the master relays and opens a switch contact shunt ing a proving lamp which veri-fies continuity of the output relays.

Upon com ple t io n of the t es t,

120V ac is restored to the output relay circuits.

If the shunt cont act f ails to close and the system is called upon to operate, 120V will be applied to the output relay through the proving lamp. The result could be burnout of the lamp and failure of the output relay to actuate.

ANALYSIS OF SAFETY IMPLICATIONS l

l Failure of the SSPS output relays to actuate when required would prevent safety sys tems fr om automat ic ally performing their safety function.

l 5.

CORRECTIVE ACTION TO REMEDY DEFICIENCY Westinghouse is still reviewing proposed design changes of the on-line t es t circuitry design of the SSPS.

Upon canple t ion of the review, modifications will be made, where necessary, to remedy the problem.

DLC plans to issue another report on this issue when details concerning the correc t ive act ion are available.
