Millstone Nuclear Power Station, Unit No. 3 Permit No. CT0003263 Notification of Potential Deviation From Permit Condition Northea:;t Utilities Service Company-(NUSCO), on behalf of Wortheast Nuclear Energy Company (NNECO), hereby notifies you of the potential to deviate from conditions specified in Millstone Nuclear Power Station (M_ill stone) NPDES Permit No. CT0003263.

Millstone Unit No. 3 is shut down.for the cleaning and removal of mussels that had = fouled the noncontact cooling water (service water) for auxiliary plant equipment.- _T his . water is permitted to discharge from DSN 001C-5. In dis-mantling-the service water supply lines to the emergency diesel generator, it is_ necessary to provide a backup cooling water supply to the diesel generator should a power failure mandate its operation.

Approximately 1500 gpm of municipal city water will be the backup water supply. The' normal chlorine concentration in the city water supply has been found to be about 0.5 mg/L FAC. Because DSN 001C-5 has a chlorine limit of 0.25 mg/L FAC, it is possible that should the use of the city water be neces-sary, the chlorine _ limit may be exceeded. The city water will not be used unless an emergency requires the operation of the generator. The ' temporary city water- supply will be terminated as soon as the normal service water is reconnected.
