Dear Sir:

As you requested, Boston Edison has again reviewed the plans, assumptions, and costs associated with accelerating the January 1,1984 refueling outage to permit earlier inspection of the recirculation system piping.

We have developed an alternate date of December 10, 1983. This date will disturb the planning which has been prepared in support of January 1, 1984, and will com-plicate acquiring the necessary personnel to perform the work.

The plan for December 10 includes a 3 day Christmas weekend when outage and inspection work will come virtually to a halt.

This will cost our customers approximately $1.8 million dollars of lost savings.

We believe that the increasing safety margins inherent in our coastdown, which will begin in October, coupled with our interim surveillance measures, more than serve to justify continued operation until January 1,1984.

In past discussions with you, we have detailed our short and long term plans to comprehensively address this issue. We are confident that our actions are adequate 9308240224 830822 g

We believe that your review of our actions has lead you to share that confidence. However, if you find it to be necessary, we can accommodate a December 10, 1983 date.
