Dear Mr. Keppler:

The Cincinnati Gas & Electric Company has completed its task verifying that the radiographic technique utilized by the M. W. Kellogg Company to radiograph shop welds of piping subassemblies with respect to shimming of penetrameters was equivalent in sensitivity to film generated in accordance with strict inter-pretation of ASME code requirements.

This program to demonstrate the adequacy of the M. W. Kellogg technique is documented in the enclosed report entitled, "QCP Task V Radiographic Report" dated March 24, 1983.

The program was implemented in accordance with the guidelines established by Exhibit 17 of NRC IE Report 81-13. Additionally, the program conformed to the requirements identified by Mr. D. M. Milan of the Division of Boiler Inspection of the State of Ohio and Mr. R. E. Jagger, Assistant Director of Inspection of the National Board of Boiler and Pressure Vessel Inspectors, in their June 30, 1981 l

investigation report.

The program has provided objective evidence that the original radiographs l

supplied by M. W. Kellogg exhibited sufficient sensitivity to allow interpre-(

tation of weld quality. The program, along with the supporting radiographic film and other documentation, was reviewed by Mr. K. D. Ward of Region III at I

the Zimmer site the week of April 18, 1983, During this time, Mr. Ward contacted Mr. Jagger of the National Board, who indicated that this item of the QCP program had been satisfactorily completed, that the concerns of the National Board and the State of Ohio had been resolved, and that the program established the "ASME acceptability" of the M. W. Kellogg radiographic technique.
