Gentlemen:
Enclosed is one (1) signed original and ten (10) additional copies of Revision 5 to the Fire Protection Program Plan (FPPP) for Fort St.
Vrain' (FSV) wtich has been prepared and is being_ submitted in accordance with 10CFR50, Section 50.71(e).
This revision includes the effects of changes made to the facility and procedures as described-in the Updated FPPP; safety evaluations performed by PSC, either in support of license amendments or in support of conclusions that changes did not involve an unreviewed-safety question and analyses of new safety issues performed by or on behalf of PSC ac Commission request.
Brief descriptions of the principal changes or additions to affected
-sections of the FPPP, Revision 5,
are included in Attachment A.
10CFR50.71(e)(2)(ii) requires that this submittal identify changes made under the provisions of 10CFR50.59 but not previously submitted to the Commission. Most changes reflected in Revision 5 of the FPPP, that were under the provisions of 10CFR50.59, are identified in the 1991 10CFR50.59 annual report (Reference 1) or previous 10CFR50.59 annual reports. Other changes made in the FPPP, not requiring prior l
Commission approval pursuant to 10CFR50.59(a), and not yet reported to the Commission, are listed in Attachment B of this letter.

In accordance with Generic Letter-- 86-10, -10CFR50.59 safety ~
evaluations _were performed:on-Revision 5 changes to the FPPP.-.The-evaluations determined that the revisions did not involve or create

Since 10CFR50.71(e) only_ applies to those: nuclear reactors licensed to operate it is no longer applicable. to FSV, Therefore, Revision 5 to the Updated FPPP will be.the last required revision submitted to'the NRC.
