WATERFORD 3 SES ANNUAL EXERCISE OCTOBER 23, 1991 II.

OBJECTIVES As a-result of discussions between Waterford J staff, the Nuclear Regulatory Commission - Region IV (NRC), the Federal Emergency Management Agency - Region VI (FEMA),

the Louisiana Radiation Protection Division (LRPD),

Louisiana Office of Emergency Preparedness (LOEP),

St. Charles'and St. John the Baptist Parishes, the following general objectives and guidelines have been developed for the 1991 Emergency Prepuredness Exercise at Waterford 3. Steam Electric. Station, which is scheduled to be conducted on October 23, 1991.

Demonstrate proficiency in classifying the emergency condition.

All components of the Alert / Notification System will be demonstrated except for the actual sounding of the sirens._ Delivery of the EBS messages to designated EBS stations will be simulated using preidentified communications systems.

The EBS stations will receivo and log the message and simulate broadcast of the message.. At some time during the day of the exercise, the involved stations will transmit the EBS network test message.

Delivery of follow-up messages to the EBS stations B..

will be simulated.

Media briefings for all involved organizations will.

take place at the Emergency News Center located at 317 Baronne Street in New Orleans.

D.

Rumor control activities for utility and Parish organizations will take place at the Rumor Control Center located at 142 Delaronde Street in New Orleans.

The Rumor Control Center receives its direction and control from the Emergency News Center.

Arrangements have been made for the coordination of information between Parish EOCs and the Rumor Control Center.

E.

Simulated KI will be distributed to emergency workers in the field.

They will simulate the use of_this substance when the decision for its use is_made.

No use of KI by institutionalized persons is anticipated.

.F.

Special Needs Facilities within areas affected by the scenario will be contacted during the exercise to determine their transportation requirements as appropriate to the Parish Plan.

Simulated calls will be made to persons in affected areas who have been identified as having special needs.

The Parish EOC will identify needed resources and place phone calls to obtain these resources locally.with the remainder to be obtained from support organizations.

Support organizations may be~ called upon to demonstrate the process for obtaining these resources, but the movement of transportation vehicles will not be required.

It is anticipated that emergency communications including protective action recommendations will proceed from the risk Parish EOC through the School Board administration to all schools affected by the scenario.

In each risk Parish, one school will be chosen to demonstrate the implementation of protective actions and a bus will be dispatched to that school.

In the school chosen for this purpose, one class;will simulate evacuation procedures by being loaded onto a bus.

A loading time will be established and the class will be dismissed.

The bus will then be driven to a designated reception area for school children to establish an overall evacuation time.

It should be noted that the school demonstration in each Parish may be conducted off the scenario time line in order to accommodate the school schedule since school will be in session.

H.

Each Parish EOC will demonstrate that the necessary number of Access Control Points (ACP) and Traffic Control Points (TCP) can be identified and established to support activities determined by the scenario.

At least one of these points will be established in each Parish with equipment and personnel to be located along the side of the road.

Normal traffic flow will not be impeded.

All other ACPs and TCPs will be simulated.

I.. This objective may be met by the establishment of communications with Federal agencies such as the FAA or Coast Guard who are part of the normal notification / communications operaticcal scheme.

J.

Parish activities in association with Objectives 32 and-33 will.be limited to a " tabletop" discussion of reentry / recovery decision-making and implementation, following the termination of the plume. phase of the.

exercise.

A separate scanario will be developed for the reentry / recovery tabletop, and Stato moderators /

facilitators will provide appropriate input on such items as State protective action recommendations, field radiation measurements, population exposure data, agricultural concerns and communications with the effected populations, ir-luding evacuees located outside the risk parishes.

K.

Due to scenario time constraints, LRPD field team personnel will be propositioned in the Waterford 3 area.

Several simulated contaminated persons and one simulated contaminated vehicle will be processed at this reception center.

One-fourth of the monitoring teams needed to process the anticipated number of evacuees will be mobilized.

O.

To minimize the disruption to those institutions (pri7cipally schools) which normally provide congregate care, demonstration of the ability to mobilize congregate care resources will be made by American Red Cross personnel at the reception center.

P.

Monitoring teams, decontamination teams, Red Cross personnel, registration personnel and facility:

management personnel will be subject to a shift change.

Q.

St._ Charles Hospital will provide ambulance services only.

Ochsner Hospital-will only provide ambulance service (alr) if the St. Charles unit is not available due to a priority call.

R.

This objective will apply only to the Parish spokespersons at the Emergency News Center.

S.

Demonstration of this objective will include monitoring and simulated decontamination of a sir.ulated contaminated emergency worker.

The handling of a simulated contaminated vehicle will be dem nstrated by isolating the vehicle and describing methods for decontamination.

T.

The demonstration of objectives for Tangipahoa Parish will be limited to activities sufficient to correct ARCA 89-4, ARCA 89-5 and ARCA 89-6 assigned to the Tangipahoa Parish EOC.
