NOTIFICATION OF PROPOSED CHANGE TO THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT The Palisades Environmental Protection Plan, Appendix B to the Facility Operating License, Section 3.2, requires that the NRC be notified of proposed changes to the plant's National Pollutant Discharge Elimination System (NPDES)
Permit. Attached is a copy of the requested revision which we have submitted to the State of Michigan.

MIO001457 - ADDITIONAL STORMWATER SOURCE Dear Mr Ostlund Consumers Power Company requests that an additional stormwater source be authorized under the NPDES Permit for the Company's Palisades Plant. The source of storm runoff is the containment area beneath the plant's main transformer (located adjacent to the south side of the plant). This contain-ment area can accumulate up to 12,000 gallons of runoff.
It has become necessary to periodically (4-6 times /yr) drain the containment to assure sufficient containment volume is available should an oil loss ever occur.
It has become cost prohibitive to continue removing accumulated runoff by waste hauler at an approximate cost of $4,000 per draining.
Part IAl. page 2 of 16 of the Plant's NPDES permit, currently authorizes the discharge of stormwater via the mixing basin discharge (outfall 001) to Lake Michigan. The stormwater sources currently authorized were evaluated during the 1990 NPDES permit renewal process and did not include consideration of the main plant transformer containment area. Therefore, CPCo is now requesting that the periodic release of accumulated stormwater f rom this containment area be included under the general stormwater authorization for Outfall 001. This small, periodic increase in discharge flow will not exceed the authorized discharge flow of 135.2 MGD for Outfall 001. Additionally, as a precautior.ary measure, the stormwater drained from the transformer contain-ment ares will first be routed through the plant's oily waste treatment system, NPDES permitted and monitored internal Outfall 00F.
Internal Outfall 00F then discharges into the plant's mixing basin and Outfall 001.
From the regulatory / permitting perspective, the Company believes that inclu-sion of this stormwater source with those already permitted would not require modification of the plant's NPDES permit.
I believe this matter can be addressed through a DNR letter of concurrence with the Company's request.
