Attachment 1 Serial: CSC-6807 CONSUMERS POWER COMPANY'S RESPONSE TO US NUCLEAR REGULATORY COM3ISSIONER, REGION III INSPECTION REPORT NO 50-329/83-10 (OSC) & 50-330/83-10 (OSC)

Appendix (Notice of Violation) to Inspection Report No 50-329/83-10 (OSC) and 50-330/83-10 (OSC) provides an item of noncompliance to 10 CFR 50, Appendix B.

The NRC statement and our response are given below:

NRC STATEMENT "10 CFR 50, Appendix B, Criterion XV states, in part, " Measures shall be estab-lished to control materials, parts, or components which do not conform to requirements in order to prevent their inadvertent use or installation.

These measures shall include, as appropriate, procedures for identification.

l documentation, segregation, disposition and notification to affected organiza-tions."

Contrary to the above, the licensee did not have measures to control heating, ventilation and air conditioning (HVAC) components stored in the Poseyville Road laydown areas which would prevent the inadvertent use of nonconforming items. Procedures did not exist which required identification, documenta-tion and segregation for HVAC items of questionable quality stored in prox-imity to acceptable safety related items at the laydown area.

This is a Severity Level IV violation (Supplement II).

CONSUMERS F0WER COMPANY RESPONSE In accordance with this Notice of Violation, an explanation of corrective action is as follows:

1) Corrective Action Taken and Results Achieved The Zack Company reorganized the Poseyville Road laydown area to segregate items of questionable quality as identified in the Notice of Violation. Coincident with the NRC inspection of the laydown area, the Zack Company issued for implementation on April 29, 1983, MB-FP-21 Revision 0, "The Zack Company Midland Project Procedure for Removal / Reinstallation / Restocking." A segregated restocking storage area has been assigned and components or materials are properly identified and handled per the above procedure. The pro-cedure further requires BPCo signature approval for the withdrawal of materials from the restocking area (to maintain commercial ac-countability and to control scrapping) and the procedure specifically prohibits re-use of restocked ducts or hangers in Q applications.

  • 2 The Zack Company has additionally initiated more frequent and rou-tine surveillance and maintenance of the area in accordance with the already existing MB-FP-2, Rev 2, Storage and Maintenance procedure and Bechtel Specification M-151A Section 4 requirements.
2) Corrective Action to be Taken to Avoid Further Noncompliance MB-FP-2 Rev 2 " Storage and Maintenance" and MB-FP-21 Rev 0 " Removal

' Reinspection / Restocking will be revised further to support item 1 above. Written instructions will be developed to incorporate re-quirements of MB-FP-2, MB-FP-21 and Specification M-151 A.

3) Date When Full Compliance will be Achieved

! Corrective action is complete for the specific item of noncompli-ance. Written instructions will be completed by September 1, 1983.
