Attachment II WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECT NO. 2 DOCKET NO. 50-397 LICENSE NO. CPPR-93 10CFR50.55(e) CONDITION #270 INDETERMINATE GRADE MATERIAL ON ECCS PUMPS l INTER 1M REPORT Description of the Deficiency _

During the performance of a 100% review of the ECCS pumps (HPCS-P-1, LPCS-P-1, RHR-P-2B and 20), it was discovered that some of the nuts on the coupling driven half were of an indeterminate grade (one on each pump) and some of the bolts on the head discharge plate to the motor connection were of the incorrect grade (one each on 3 pumps).

Safety Significance Short term operation of the ECCS pumps has not been impaired. However, to deter-mine the long tern safety significance of the use of the ir. determinate grade nuts and the wrong grade bolt on the ECCS pump would require an extensive evalua-tion to determine the grade of the nuts and then to analyze the effect of the substituted nuts and bolts on the long term operation of the ECCS pumps.

Rather than performing this evaluation, the Project has determined this condi-tion to be reportable under the provisions of 10CFR50.55(e) subsection iii.

Cause of the Deficiency Failure to recognize the substitution of uncertified or wrong grade material during component assembly during manufacture, construction or maintenance activ-ities could have an impact on the operation of safety related equipment.

Corrective Action Due to the problems identified during the ECCS pump review, the Supply System Test and Startup organization will review the following pump groups for similar problems on the pump couplings.

RCIC Pump and Waterleg Pump CRD Pumps Condensate Storage and Transfer Puinps Condensate Pumps Condensate Booster Pumps Standby Service Water Pumps Circulating Water Pumps TSW Pumps All Fire Protection Pumps Fuel Pool Cooling Pumps Reactor Water Cleanup Pumps Tower Makeup Pumps The deficiencies identified on the ECCS pumps (unidentified material on instal-led nut and incorrect grade studs) are to be corrected by replacing the defici-ent material with the correct material. The correct nuts and studs have been ordered.
