Dear Sir:
During the review associated with Bulletin 79-08, the Authority's staff determined that several minor non-safety related technical specification amendments are required.
Since
-the deficiencies which were discovered as part of the reviee do not relate to the requirements of Bulletin 79-08, the actual submittal of the proposed amendments will not be made during the 30 days indicated in the subject bulletin.
This matter has been discussed with Region 1 I & E personnel.
The Authority currently has under development, an amendment proposal which corrects a number of the instrumentation tables I
contained in the technical specifications and this submittal will include the discrepancies that were identified as part of the review for Bulletin 79-08.
For your information, a brief summary of these non-safety related discrepancies is tabulated below:
1)
Table 3.7-1 (Page 199) - Penetration X-13A & B:
The table lists isolation "H" as one of the signals which requires isolation of penetration X-13A & B.
This isolation signal was part of the LPCI loop selection logic that was Y

S. Nuclear Regulatory Commission physically removed from the LPCI system installed in the FitzPatrick Plant during 1976.
Thus, isolation "H" should be deleted from the FitzPatrick Technical Specifications.

Table 3.7-1 (Page 203) - Penetrations X-21, 22 and 61 are currently classified as group "B" penetrations.
Group "B" penetrations are defined as those penetrations containing process lines which penetrate the primary containment and are open to the free space of the containment.
For each of these three penetrations which serve the instrument, breathing and service air systems to the primary containment, the systems within the containment are closed:
that is, they do not communicate directly to the containment free space.
Thus they should be re-classified as Group "C" penetrations.
Group "C" penetrations are defined as those

in which process lines which penetrate the primary containment and communicate with a closed system in the containment.
The Authority plans to submit a technical specification amendment correcting these deficienci.es by July 15, 1979.
