O UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-336 NORTHEAST NUCLEAR ENERGY COMPANY, ET AL NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE 4

The U. S. Nuclear Regulatory Comission (the Comission.) has issued Amendment No. 50 to Facility Operating License No. OPR-65, issued to Northeast Nuclear Energy Company, The Connecticut Light and Power Company, The Hartford Electric Light Company, and Western Massachusetts Electric Company (the licensees), which revised Technical Specifications for operation of the Millstone Nuclear Power Station, Unit No. 2 (the facility) located in the Town of Waterford, Connecticut. Th'e amendment is effective as of its date of issuance.

The amendmen.t modifies the existing Technical Specifications,by l

incorporating low temperature overpressure protection system requirements.

The application for the amendment complies with the standards and requirements cf the Atemic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate

findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Comissicn has' determined that the issuance of this amendment l

uill not result in any significant environmental frapact and that pursuant 1

j to 10 CFR 151.5(d)(4) an envircnmental impact statement, or negative de-laration and environmental impact appraisal need not be prepared in cor.r. action with issuance of this amendment.
