.not sufficient to indicate the significance of the matter to the issues of the Restart Proceeding. The matter appears to relate to cheating and test administration at TMI, presumably the licensing exam. You note that the matter has nexus to the Restart Proceeding.
It is, therefore, the legitimate interest of other parties to the Restart Proceeding, in addition to the Staff (who is also a party),
and complete information should be provided to all parties. The matter may have significance and may affect conclusions of vari'ous parties concerning restart of Unit 1.
We request the following:
