On May 4, 1983, the New York Power Authority received the enclosed letter from Dr. David Axelrod.

Dr. Axelrod, at the direction of Governor Cuomo,. related New York State's commitment to continue to work with the Authority and federal o'fficials "to ensure that the resi-dents in'the vicinity of Indian Point are protected by

..the best practicable emergency preparedness plan".

. As noted in that letter, Dr. Axelrod is optimistic about resolution by all concerned agencies of the current difficulties in completing the remaining emergency plan requirements established by the federal government.

covernor Cuomo has asked me to respond to your current concerna for the effective 1=plementation of the eurgency disaster plans for Indian Point. I recognine fully the naed for the participation of Rockland County tu responding to any potential emergency and I have sought to facilitate that par'ticipation within the constraints imposed by the County Legislature.

_Despite the subjective commentary accompanying the report of FEMA on the exercise, I am gratified with the objective evidence.of the extent to which emergency prep ~oredness has progressed for the Indian Point site.

I am

- confident that the effected parties will continue to. make progress a=d to rec:edy the existing deficiencios.

I also fully appreciate the Power Authority's frustration with th'e current situation. %'hilo on the one hand you are faced with a licensing requirement by the federal gover= ment to prepare an e::>ergoney plan coopera-tivaly s.-ith local government, you re.,ain powerless to require a locality to cooperate.

I do not believe that Rockland County would wish to place in jecpardy the extensive planning undertcken to this date.

Rockland County is proceeding in good faith to develop an energency plan to deal with thh and other potentini emergencies, and Westchester County is seeking to remedy the deficiencies cited in its arrangecents to utilize school buros for evacuation.
