" Response to NRC Bulletin No. 93-03" Gentlemen:
l The Nebraska Public Power District (District) has completed the actions requested by NRC Bulletin No. 93-03, l
as comrnitted to in its earlier response (References 1). This notification fulfills the final reporting requirement specified in NRC Bulletin 93-03. As instructed by the bulletin, this information is being provided under oath.
NRC Bulletin 93-03, requested licensees to implement short term compensaroti actions, and hardware modifications necessary to ensure that Reactor Pressure Vessel (RPV) water level instrumentauou j*ign is of high functional reliability, with respect to the effect of noncondensible gases for long term system operation. Reference j
1, identified the hardware modification the District would install to address and resolve this issue.
l The District installed a continuous backfill system into the two divisional RPV water level instrumentation cold reference legs. This system uses a continuous backfill of water from the Control Rod Drive Hydraulic System to the cold reference legs (condensing chambers) in the Nuclear Boiler Instrumentation System. Acceptance testing was satisfactorily performed on this continuous backfill modification under various plant conditions and the backfill system was then placed into service for both divisions on January 21,1994, i
