Final Report of 10CFR50.55(e) Item on Defective Agastat Relays

Dear Mr. Keppler:
This is Detroit Edison's final report on the defective Agastat relays prob-Im. This probl e was originally reported to Mr. J. Neisler of NRC Region III by Detroit Edison's Mr. H.A. Walker, Supervisor - Construction Quality Assurance, on February 5, 1982.
At that time, Detroit Edison had received notification frcm Control Products Division of Amerace Corporation that Agastat E7000 Series timing relays sup-plied to the Fermi 2 site were defective. This prob 1m had been reported by Amerace Corporation to the NRC per 10CFR21 requirements.
The pneumatic timing diaphragms manufactured by one supplier exhibited bleedout of a fluid substance which affected the time delay of the relay.
Relays containing these diaphragms were about 20% of the production between the 24th week of 1981 and the 3rd week of 1982.
A review of procurement records by L.K. Comstock, as well as records at Amerace Corporation, indicate that only one relay manufactured during the affected time period was shipped to Fermi 2.
This relay was rm oved in accordance with Deviation Disposition Request #7767 on October 1, 1982, and returned to Amerace Corporation on October 5, B82, to be inspected for defects and possible replacerrent.
