Reference:
TVA letter dated April 16, 1991, " Completion Status of Corrective Actions Identified for Unit 2 Restart l'.. DFNPP" In NUREG 1232, Volume 3, Supplement 2, NRC requested that TVA notify the staff upon completion of the corrective actions required for Unit 2 restart. The purpose of this letter is to provide notification of completion status of the BFNPP Unit 2 restart corrective actions.
In the referenced 1ctter, TVA provided a summary of each issue and the completion statun of each commitment contained in sections I through V of the BPNPP, Volume 3, Revision 2.
The commitments are complete except for the approval of the Senior Vice President, Nuclear Power, which vill be obtained before Unit 2 is restarted.
Also, the coinmitments that require testing at power will be closed upon completion of the Power Ascension Test Program.
With regard to the referenced letter, in Section IV, Attachment IV-2, commitment numbers 99 and 105, the status of-these commitments was inadvertently interchanged.

ENCLOSURE BROWNS TERRY NUCLEAR PLANT (BFN) a COMPLETION STATUS OF CORRECTIVE ACTIONS IDENTIFIED TOR UNIT 2 RESTART IN BROWNS TERRY NUCLEAR PERFORMANCE PLAN (BPNPP)
This enclosure contains a status of the nine Unit 2 restart actions identified as open in TVA's April 16, 1991 submittal. Two of these commitments (identified in item 2) require testing at power and vill be closed upon completion of the Power Ascension Test Program.
The NPP Volume 3 Commitments are listed below 1.
Section 111.2.0 - Confinuration Management Commitment No. 52, Page No. 111 unimplemented and partially implemented change doevaents as described in Section 111.2.2.2.4 that were included in the outstanding vork item list or that have been initiated since operating license issuance, are being reviewed as part of the Design Baseline Verification Program (DBVP) to ensure that the system's functional ability to meet the design basis is not compromised for those systems or portions of systems required for safe shutdown.
This commitment was completed April 30, 1991.
Commitment No. 53b, Page No. III Configuration control drawings for the flow, control, and electrical single-line drawings associated with the systems or portions of systems identified in the pre-restart phase of the DBVP will be issued prior to restart.
This commitment was completed May 9, 1991.
Commitment No. 78a, Page No. III The calculation review for essential calculations necessary to assure functionality of safe shutdown systems as defined in Section 111.2.2.2.5 vil) be complete prior to restart of Unit 2.
This commitment was completed May 10, 1991 2.
Section 11I.8.0 - Restart Test Program Commitment No. 99, Page No III A system test specification and associated test instruction vill be generated for each designated plant system to define the scope of testing required, identify additional. sts, track test completion, and evaluate test results.
STATUS: This commitment is complete with the exception of the evaluation of the test results. Test results will be evaluated following the completion of the Power Ascension test program.

Commitment No. 105, Page No. IV Special testing vill be employed during restart heatup of vessel to ensure that the water level instruments are operating properly.
STATUS: Test to be completed after restart during the initial heatup to power operation.
This testing is expected to be completed during the full power ascension testing at 55 pereent.

Egetion 111.9.0 - Instrument Sensine L[DIA Commitment No. 99a, Fage No. 111 A corrective action plan to disposition concerns related to instrument sensing lines will be implemented prior to Unit 2 restart.
(CAQR BTP 870012, 13, 14)
(Clarification: Restart related actions in the CAQRs (BFP 870012, 870013, 870014) will be completed prior to Unit 2 restart and a submittal to NRC similar in detail and content to the Sequoyah Nuclear Plant submittal, will be sent to NRC prior to Unit 2 restart containing scope and results.
This commitment was completed May 9, 1991 4.
Etnion III.113 - F1exiblp_Q.pnigh Commitment No. 991, Page No. III Actions necessary to disposition flexible conduit concerns for the 50.49 equipment will be complete prior to Unit 2 restart.
(See August 18, 1989 letter to NRC for additional program details.)
This commitment was completed April 30, 1991.

Ee.ction V - OperaL10nal_Readintas Commitment No. 101, Page V A final BFN operational readiness repcrt will be generated showing completion of actions that implement BFNPP restart commitments, requirements and associated criteria, and the completion cf the performance objectives evaluation.
This commitment was completed May 9, 1991.
Commitment No. 102, Page No. V An independent review of BTH Unit 2 operational readiness will be directed by the Senior Vice President Huelear Power, findings and recommendations will be provided to the Senior Vice President, Nuclear Power, before restart, the licensee has committed that Browns Terry Unit 2 will not restart until the senior Vice President,-Nuclear Power, gives his approval for restart.
As indicated in the April 16, 1991 submittal, the independent operational readiness review is complete. The approval of the Senior Vice President, Nuclear Power, Dan A. Nauman, is the only remaining.
