Dear Mr. Brenner:
I am writing to you on behalf of our client, the Shoreham-Wading River School District, Brookhaven, New York, to request that the School District be permitted to mnke a limited appearance in the above captioned proceedings.
As. background, the Shoreham-Wading River School District has intervened in three tax certiorari proceedings instituted by LILCO challenging the assessments for the 1976 through 1979 tax years.
LILCO comprises 85% of the School District's tax base over the period in question, and LILCO has generated in excess of $2LM in tax revenues.
Once the Shoreham Nuclear Power Station is completed and goes on line the amount of i

. tax revenues will increase - to the benefit of the School District.
Conversely, if the plant is not licensed to operate, l
the District will suffer major losses of revenue and the j
educational program will be profoundly impacted.
l Therefore, any decision that the NRC may make effecting l
the operating license, will impact-the fiscal stability of the i
School District.
As a drastic example, if an operating license l-is denied by the NRC, the Shoreham Nuclear Power Station may be physically useless.
This would result in a drastic reduction in LILCO's tax assessment.
Hence, the School District could suffer a tremendous decrease in revenues and services.
For this reason, the School District desires to make a l
limited appearance so as to have the opportunity to make its position known to the NRC by testimony.
