SUBJECT:

Closure of Maintenance Team Reinspection item (285/9036-01)

Regarding Auxiliary Steam Piping in Diesel Generator Rooms During the conduct of the inspection of Reference 2, it was noted that:

"The auxiliary steam system supplied heating steam for a number of buildings and equipment, including the emergency diesel generator... The auxiliary steam system was not designated as seismically designed system (classified as a safety-affecting or safety-related) and had apparently not been included in design basis documents.

The inspectors were concerned regarding the ability of the auxiliary steam system to withstand a design basis event or system failure without adversely impacting safety-related equipment, which was designed to function in a mild environment (normal l

temperature and humidity conditions).

This issue is an inspector follow-up item (285/9036-01) and will be evaluated in a subsequent inspection."

During Inspection 91-01 (Electrical Distribution System functional Inspection),

and in the followup telecon of Reference 3, the NRC requested information related to closure of this item.

Specifically, two submittals were requested, the first being an outline of the method that would be used for closure of this item, and the second (to be submitted 60 days later) to provide the actual l

evaluation for closure.

Closure of the subject item will be accomplished by l

filing the evaluation summary and conclusion letter, field sketches, informal calculations (prepared as checks on certain judgements) and background reference materials in the Engineering Analysis (EA) file created for that purpose (EA-FC-91-15).

In addition, a document which follows the standard EA format will be prepared to identify the purpose, assumptions, methods, conclusions and references for the EA.

This document will be independently reviewed and a copy of the completed document will be provided to the NRC by July 8, 1991.
