Dear Mr. Congel:
Enclosed is a copy of the final exercise report for the December 5-6, 1990, exercise of the offsite radiological emergency response plans, site-specific to the Quad Cities Nuclear Power Station.
The State of Iowa and the Counties of Clinton and Scott fully participated in the exercise.
The State of Illinois, including Rock Island and Whiteside Counties, also participated; this report, however, only addresses the State of Iowa and Clinton and Scott Counties.
The report, dated March 29, 1991, was prepared by the Federal Emergency Management Agency (FEMA)
Region VII staff and a copy has been forwarded to the State of Iowa.
There were eight Deficiencies and fifteen Areas Requiring Corrective Action (ARCAs) identified during the December 5-6, 1990, exercise.
A remedial exercise conducted on February 27, 1991, and plan changes submitted on March 22, 1991, corrected all eight Deficiencies.
Enclosed is a memorandum from the Regional Director of FEMA Region VII, dated March 28, 1991, certifying the correction of all eight Deficiencies.
FEMA Region VII will monitor the status of the other required corrective actions.
Also enclosed is the final report for the August 7,
- 1990, Unannounced and Off-Hours Drill, site-specific to the Quad Cities Nuclear Power Station.
Participants in this Drill included the State of Iowa and the Counties of Scott and Clinton.
There were no Deficiencies identified during che August 7, 1990, Unannounced and Off-Hours Drill.
However, two ARCAs were identified, one of which was corrected at the December 5-6, 1990, exercise.
In addition, five of the six ARCAs identified during the May 10, 1989, Unnanounced and Off-Hours Drill were corrected during the August 7, 1990, Unannounced and Off-Hours Drill.

i Based on the results of the December 5-6, 1990, exercise, the February 27, 1991, remedial exercise, and the August 7,
- 1990, Unannounced and Off-Hours Drill, the offsite radiological emergency preparedness site-specific to the Quad Cities Nuclear Power Station is adequate to provide reasonable assurance that appropriate measures can be taken in the Iowa portion of the Emergency planning Zone to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site specific to the Quad Cities Nuclear Power Station granted March 26, 1986, continues to be in effect.

i SUBJECT Quad Cities Nuclear Power Station Remedial Exercise In-compliance with 44 CFR Part 350.9 (d.) arid GM EX-3. I hereby certify that all eight deficiencies, identified during the December 5-6, 1990 oxorcise evaluation of the implementation of State and local Radio-logical Emergency Response Plans for the Quad Cities Nuclear Power Sta-tion, have been corrected.
Six of the deficiencies were corrected dur-ing the remedial exercise conducted February 27, 1991.
The two remaining deficiencies were corrected by plan changes submitted on March 22, 1991.
Thesa deficiencies are now closed.
In compliance with GM EX-1, we have notified the' Iowa Disaster Services i
l Division of our evaluation of their remedial exercise.
