Th'is letter is to propose changes to Sections 7.1 and 7.4 of the Fort' St."Vrain Technical Specifications. These changes are proposed in resp'onse to various Nuclear Regulatory Commission requests identified in References (1) through (5) above and include miscellaneous administrative and editorial revisions. Please note that this submittal supercedes those identified in References (6) and (7) Q above.

In 'accordance with the provisions of 10CFR170, we believe'that the proposed changes are amendment fee-Class II since they are pro forma in nature and do not involve issues of safety significance.
