d 3.8 ' Chapter 19 of Tier 2 Chapter 19 of Tier 2 contains various deterministic and probabilistic evaluations of severe accidents for the ABWR standard design. With respect to those evaluations, a

proposed change in the facility, procedures, or tests described in Tier 2 shall be defined as an unreviewed safety question if, as a result of the change:

i (a) the probability of a severo accident previously evaluated in Chapter 19 substantially increases; or (b) the consequences of a severe accident previously ovaluated in Chapter 19 substantially increase, i
