Dear Sir:
This special report is being submitted in accordance with LaSalle Unit 1 Operating License NPF-11, Technical Specification 4.8.1.1.3 ar.d 6.6.C, regarding a Unit 1, "1B" Diesel Generater test failure.
On April 3, 1991, with LaSalle Unit 1 defueled, the Unit 1 "1B" Diesel Generator (DG) failed to start following a planned 18 month undervoltage auto-start surveillance. This was a valid test failure in accordance with Regulatory Guide 1.108 and Technical Specification 4.8.1.1.3.
The cause of the failure to start was a defective Governor Run Solenoid.
The run solenoid was replaced in accordance with work request LO6520 and the "1B" Diesel Generator was satisfactorily tested by verifying that the Diesel Generator would auto-start and load, followed by the re-performance of the undervoltage auto-start surveillance on April 6, 1991.
At the time of the event, the "1B" Diesel Generator was not required to meet the Limiting Conditions for operation for Unit 1 and the IB Diesel Generator is not required for Unit 2.
