Public Service PL MOUTH MA 02 60 TEt 74s.os44 Election tows ROOM 40. STATE HOUSE TEL. 722-2240 M ARGARET GARDNER LEGISLATIVE ASSISTANT March 23, 1983 Mr. Nunzio Palladino Nuclear Regulatory Commission 1725 I Street, N.W.

Washington, D.C.

Dear Mr. Palladino:

It has been brought to my attention that the NRC has not yet replied, as promised in a meeting in Plymouth, on November 16, 1982, to questions from the Pilgrim Alliance.

Would you please respond to the following questions.

1)

Boston Edison has been cited by NRC for failing to adequately notify the NRC of certain problems and incidences.

What assurances are there that more reliable notification practices will be exercised in the future?

2)

In 1981, ten masonary walls were found to be strucurally un-sound.

Have all these walls been modified to insure struct-ural stability?

If not, when will this be done and what assurances will there be that the stability has been obtained?

What action will be taken to prevent a recurrance?

3)

There have been reports of mussel buildup in the cooling system pipes at Pilgrim I.

What is the significance of this and how can it be controlled?

4)

There have been reports of defective cooling system pumps manufactured by the Haywood Tyler Company.

Does Pilgrin I use Haywood Pumps?

If so have they been tested for defects?

5)

In June 1982, spent resin was found on the roofs of several Pilgrim I buildings.

Boston Edison claims the resin was released in September, 1981.

Why did it take ten months to discover the resin and when were NRC and Plymouth officials notified?

What steps are being taken to monitor the plant more closely for spent resin?
