Calvert Cliffs Nuclear Power Plant Units Nos.1 & 2; Dockets Nos. 50-317 and 50-318 Supplement I to NUREG-0737 Gentlemen:

On December 17, 1982 the Nuclear Regulatory Commission issued Generic Letter 82-33 which required all operating reactor licensees to submit their plans and schedules for implementing the basic requirements of Supplement I to NUREG-0737,

" Requirements for Emergency Response Capability (ERC)". We have reviewed the requirements contained in Supplement I to NUREG 0737 and have determined that their implementation will represent a significant commitment of our resources over the next several years. In addition, we find that the individual requirements of Supplement I to NUREG-0737 are heavily interrelated and cannot be considered in isolation during the planning, design or construction stages. Furthermore, since a significant portion of our available resources will be involved in these efforts, we must balance our plans and schedules for conducting ERC-related activities with our other commitments regarding the continued safe operation of Calvert Cliffs. Consequently, we are developing a single document that consolidates our plans for conducting ERC-related activities with our plans for completing other work activites that are already underway. This document will serve to illustrate the relationships discussed above and to ensure that they are appropriately reflected in our integrated plan. In addition, this document will ensure that resource constraints are properly factored into our phased ERC implementation schedule.

Enclosed is the current version of the document described above. It represents BG&E's response to the information requested in Generic Letter 82-33 and contains a description of the status of each of the basic ERC requirements with a preliminary integration plan for the completion of remaining work items. We intend to use the enclosed document as the point of reference during the upcoming negotiations with your staff. It is expected that adjustments will be made to this plan as these negotiations proceed and as we continue to develop a better definition of remaining work.

Mr. R. A. Clark April 14,1983 Since a significant portion of this work is in the initial planning stage, it is not possible to provide a completion schedule at this time. Efforts are currently underway to finalize our integration plan so that an overall implementation schedule can be developed. Our objective is to submit a preliminary schedule by December 1,1983, by which time the majority of the plant changes resulting from the various programs required by Supplement I to NUREG-0737 will have been identified. This schedule would be updated as appropriate during the time period when the results of these programs are being evaluated in the integration phase.

We would like to affirm that the Calvert Cliffs nuclear power plant and its operating staff are fully capable of responding to any emergency condition that may occur. The Baltimore Gas and Electric Company will continue to enhance this capability by implementing the changes described in the enclosure to this letter.

We look forward to working with your staff on these important issues.
