INTERIM REPORT OF SIGNIFICANT CONSTRUCTION DEFICIENCY No. 73 AMERICAN BRIDGE RCB STRUCTURE STEEL WELDING DEFICIENCIES INTRODUCTION This_ report is submitted pursuant to 10CFR50.55(e). This report describes RCB structural steel welding concerns. This problem is considered reportable under the requirements of 10CFR50.55(e).

To_the best of our knowledge it has not been reported pursuant to 10CFR21.

DESCRIPTION During record reviews and surveillance inspections of American Bridge structural welds in the Reactor Containment Building, several welding concerns were dis-covered. These concerns include insufficient veld size, cold lap, undercut, improper contour, weld spatter, unauthorized tack ~ welds, improper fit-up of shear plate and porosity. . Ongoing inspection and record review results are expected to be evaluated by Ebasco Engineering within the next 30 days.

(American Bridge demobilized from site in 1981.)

SAFETY IMPLICATIONS Some of the welds in question were made cnt structural steel that supports or ties into safety related systems. Failure of these welds could result in pos-sible degradation of these safety systems.

CORRECTIVE ACTION TAKEN Nonconformance Report W3-5805 was initiated to track'and document this deficiency.

An update or final report will be submitted May 20, 1983.
