The purpose of this letter is to provide supplemental information concerning Commonwealth Edison's response to the subject Notice of Violation (NOV), which had been cited by the NRC in Reference 1. Reference 2 contains Commonwealth Edison's initial response to that NOV.

t In the Attachment to Reference 2, LaSalle discussed actions which would be

-taken to avoid further violations. Specifically, on page 2 of the Attachment we stated,

" Technical Specifications will be revised to provide explicit acceptable penetration criteria requirements for the SBGT and Control Room charcoal filters based on a new l

Control Room dose assessment which is currently underway. It is expected that this proposed amendment can be submitted by early September,1989." Reference 3 above contained the proposed amendment submittal and Reference 4 indicated a new amendment request on this subject would be submitted in September,1994.

The Corrective Actions to be taken to avoid further violation have been re-l evaluated. The current filter testing Technical Specifications refers to sampling and testing criteria to be met. The revised procedure, LTS-400-16, " Removal of Carbon Test Canisters From Filtration System Trains for Analysis" contains the specifics of methodology and acceptance criteria to meet the licensing basis for the efficiency associated with the ventilation filters. Therefore LTS 400-16, in conjunction with, the current Technical Specifications are adequate to avoid further violations and prevent re-occurrences. This has also been demonstrated by the five years the revised procedure has been in use.

We are hereby requesting the withdrawal of our April 6,1990 submittal, LaSalle County Station Units 1 and 2 Proposed Amendment to Technical SpeciCeation for Facility Operating License Nos. NPF-11 and NPF-18, NRC Docket Numbers 50-373 and 50-374 transmitted by Reference 3.
