Response to Request for Additional Information on Alternate Emergency Operations Facility Gentlemen.
By letter WO 94-0070, dated June 16, 1994, Wolf Creek Nuclear Operating Corporation (WCNOC) submitted proposed changes to the Radiological Emergency Response Plan (RERP).
The proposed changes to the RERP included the relocation of the Alternate Emergency Operations Facility (AEOF).
The relocated AEOF would be approximately 28 air miles from Wolf Creek Generating Station (WCGS).
As stated in the reference, this change required Commission approval since the proposed facility is more than 20 miles from the plant site.
On August 23, 1994, a telephone conversation took place between WCNOC personnel and the NRC Project Manager and the NRC reviewer.
The purpose of the call was to request additional information to support NRC review of the relocation of the AEOF.
Following is WCNOC's response to the questions presented during that telephone conversation.
This response describes the facility and provides additional background information.

During the period of time when personnel are in transit from the Emergency Operations Facility (EOF) to the AEOF, command and control would revert to the Technical Support Center (TSC). Upon declaration of activation, the AEOF would assume command and control.
However, dose projections and control of field teams would continue from the TSC.
Field teams will continue to use radios as the method of communication with the TSC.
The TSC will then communicate with the AEOF using telephone systems.
Samples normally returned to the EOF, will be returned to the State Forward Staging Area.
Samples will be held there until forwarded to the State Radiological Laboratory.
- The proposed AEOF will be located in the Kansas Power and Light (KPL) Customer Service Center in Emporia, Kansas.
Emporia is serviced by KPL, a multiple power source based utility.
Service reliability for Emporia has been very high under all conditions.
In addition, the KPL Customer Service Center has other alternative 3
sources of power available. This facility has the ability to change power circuits that provide electricity to the facility and has small portable generators nearby.

- Both the Kansas State and Coffey County officials have toured the proposed AEOF and have readily agreed to its suitability.
- The proposed AEOF will be located in a building of approximately 5050 square feet.
Approximately 2250 square feet will be used for the AEOF when activation is declared.
In a.idition there are approximately 1800 square feet of space chared eith KPL staff.
The proposed staffing of this facility is less than 35 individuals including 10 NRC offic161s.
The AEOF space and shared space would allow over 115 square fec per person.

This includes 12 trunk lines.
Southwestern Bell will provide additional phone lines within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of a request to do so.
Over 30 phone lines would be available between the existing trunk lines and the requested lines.
Phone lines available would include eight for the NRC and one each for ENS Communicator and HPN communicator.
The AEOF will rely predominantly on land based telephone service.
However, a limited number of microwave phone communications through Western Resources (a parent company of KPL) may exist.
Maps of the location and facility are attached WCNOC has reviewed the attributes of the proposed facility against Generic Letter 82-033,
" Supplement 1 to NUREG-0737 - Requirements for Emergency Response Capability" and the AEOF facility currently approved by the NRC for WCGS, and finds the proposed facility to meet or exceed the criteria set forth.
