Dear Mr. Keppler:

This letter is in response to the inspection conducted by Messrs. R. E. Farrell, J. N. Kish, and R. N.

Sutphin on January 17-21, 1983, of activities at LaSalle County Station.

Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements.

The Commonwealth Edison Company response to the Notice of Violation is provided in the enclosure.

To the best of my knowledge and belief the statements 4

l contained herein and in the attachment are true and correct.

In some respects these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison employees.

Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

ENCLOSURE Response to Inspection Report 50-373/83-02 Item of Noncompliance 10 CFR 50, Appendix B, Criterion XVII states, in part, the

" Sufficient records shall be maintained to furnish evidence of activities affecting quality.

The records shall include at least the following:

Operating logs and the results of reviews, inspections, tests,..."

Surveillance No. 4.5.1 requires that the ECCS divisions 1, 2, and 3 be demonstrated operable at least once per 31 days for the LPCS, LPCI and HPCS systems.

Contrary to the above, one instance was identified in which Commonwealth Edison failed to provide documentary evidence that this surveillance was performed, as required, between the date of issuance of the operating license (April 17, 1982) and September 22, 1982.

Response

Supporting records indicated that functional testing of the HPCS Discharge Line " Keep Filled Pressure Ala.rm was not performed from the issuance of the Operating License on April 17, 1982 until September 22, 1982.

Functional testing of lE22-N013 (LIS-HP-09) is required to be performed monthly per 4.5.1.a.2.a and 4.5.2.1.

Corrective Action Taken and R'esults Achieved In September 1982, Commonwealth Edison personnel discovered that the calibration surveillance procedure for the HPCS " Keep Filled" alarm had been changed to incorporate a monthly functional.

At that point in time the functional was performed satisfactorily.

The monthly functional was entered on the surveillance program and has been performed monthly as required since September 22, 1982.

Corrective Action Taken to Avoid Further Noncompliance An additional review of the Tecanical Specifications was performed to confirm that instrumentation surveillance requirements were identified.

A review of the surveillances on file was conducted to insure that surveillances were up to date and frequencies were correct.

These two reviews have now been completed.

Date of Full Compliance Full compliance has been achieved.
