Letter from G. R. llorn (NPPD) to USNRC dated July 6,1994, " Reply to Notice of Violation, NRC Inspection Report No. 50-298/94-04" Gentlemen:
The Nebraska Public Power District (District) provided its reply in the reference to the two violations regarding the Service Water System identified in the subject inspection report. One of the violatims concerned the lack of updating design basis documents for the design temperature of the Service Water System. In the referenced response to that violation, the District stated that a document search / upgrade to ensure the 90 F Service Water design temperature is properly incorporated into all applicable design input documents would be performed. The District went on to say that this effort, including necessary procedure revisions, would be complete by August 31,1994.
The District has performed a document search to upgrade the Service Water design temperature to 90 F.
To date,160 document changes have been submitted for updates :ncluding Updated Safety Analysis Report (US AR) revisions. Ilowever, seven documents that have been identified as requiring changes have not been submitted as of August 31,1994; these documents are as follows:
Vendor Manual 0070 - RilR lleat Exchangers Vendor Manual 0245 - Emergency Diesel Generators Vendor Manual 1025 - GE Manual for CNS Cooper Bessemer DWG. KSV-46-5 Cooper Bessemer Dwg. KSV-47-8 Cooper Bessemer Dwg. KSV-47-9 Service Water and RilR Service Water Design Criteria Document DCD 3 The District was unable to meet the original completion date of August 31,1994, due to the numerous start-up issues : hat have been identified since the reference was submitted. The District has allocated proper manpower requirements and plans to complete the document searcWupgrade and make any necessary procedure revisions by October 31,1994.
