Dear Dr. Murley:
In Reference (a), pursuant to 10 CFR 50.90, Commonwealth Edison Company (CECO) proposed to amend Appendix A, Technical Specifications of Facility Operating Licenses NPF 37 and NPF-66. The proposed amendment requested changes to Specifications 3.7.4 and 3.'7.5 regarding the Essential Service Water cooling system, Review of the supporting documentation for the submittal, including the original analysis performed to determine the heat removal capability of tne system, has identified two assumptions which are non conservative. An Interim operability assessment, which assessed the im aact of the non conservative assumptions on the safety function of the Essential Serv ce Water Cooling Towers, has been performed.
The assessment confirmed the im aact on the original anaysis is minor and Is easily offset by margin provided by antic pated near term weather conditions. Further discussion of this operability assessment and future plans relative to the operability of this system are contained in the letter of Reference (b). Based on CECO's commitment to operate its nuclear facilities safely and conservatively, a detailed reconstitution of the
. des gn bases of the Essential Service Water System is underway, including a comprehensive operability assessment. Until completion of this r9 view, CECO deems It appropriate to withdraw the proposed amendment cf Reference (a). Resubmittal of an amendment similar in scope will occur at a later datu. Conservative and safe operation of the system until resubmittalis assured both by areviously instituted administrative controls and the current operability action plan pulin place by CECO.
Commonwealth Edison is notifying the State of Illinois of withdrawal of our.
