Northem States Power Company 414 Nicollet Mall Minneapolis, Minnesota 55401-1927 Telephone (612) 330-5500 September 12, 1994 US Nuclear Regulatory Commission Attn: Document Control Desk Vashington, bc 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Notification of Plant Modification Work with Impact on Emergency Response Facilities The Monticello plant design currently employs the control room Emergency Filtration Train (EFT) system to provide filtered, pressurizing and temperature controlled air to the Technical Support Center (TSC) and the backup Operational Support Center (Backup-OSC).

To simplify the EFT system and eliminate the interface between the EFT system and the TSC/ Backup-OSC, the EFT ducting will be permanently blanked off from the TSC/ Backup-OSC. A new non-safety-related filtration and heating / cooling unit is to be installed to supply filtered, pressurizing and temperature controlled air to the TSC/ Backup-OSC.

This new system will provide the same level of radiological protection as the EFT system provides to the Control Room personnel.

This modification work was discussed with members of the NRC Staff and was reviewed during the Monticello Emergency Preparedness inspection conducted during the week of April 22, 1994, as documented in NRC inspection report 50-263/94005.

In Section 3.c of NRC inspection report 50-263/94005, the Staff requested that Monticello notify the Headquarters Operations Officer and the Regional Emergency Response Coordinator of the potential use of the alternate TSC due to the EFT modifications in the event of an emergency, modifications start date, and modifications completion date.

With this letter we are providing the requested notification.

The above described modification work is to commence on approximate 1; September 15, 1994 and is scheduled to be completed on approximately December 15, 1994.

During this time the TSC and Backup-OSC will remain available to be staffed in response to emergency situations.

Should radiological conditions during an emergency require evacuation of the TSC and/or the Backup-OSC, then the functions carried out from these locations would be transferred to the Emergency Offsite Facility (EOF) (located approximately one-half of a mile from the plant).

If such a transfer of control is required, NRC notification will be provided.

This letter contains no new NRC commitments, nor does it modify any prior commitments.
