Enclosed is revision 8 to the Quad Cities Station Annex to the Generating
. Station Emergency Plan (GSEP). Revision to the Quad Cities Station Annex was required as a result of changes to the generic company GSEP. A summary of the change is provided in attachment A.
The changes to the GSEP have been reviewed in accordance with
. Commonwealth Edisors procedure by the Onsite and Offsite Review groups, These reviews have concluded that the changes to the Annex do not decrease the effectiveriess of the plan and the revised plan continues to meet the requirements of 10 CFR 50 Appendix E.
Quad Cities Station currently plans to implement revision 8 to the Quad Cities Station Annex on July 1,1991, In accordance with 10 CFR Part 50.4(b)(5)(l), two (2) copies of the revised
. Annex have been provided to the Regional Office and one (1) copy to the NRC Resident inspector.

ATTACTUST A r1UAD CITIES STATION ANNEX REVISION CHANGE
SUMMARY
The following change summary applies to those Station Annex revisions resulting from Revision 7 of the Generic GSEP.
The station-specific annex revision numbers are:
Braldwood Rev. 3 Byron Rev. 4 Dresden Rev. 6 LaSalle County Rev. 6 Quad Cities Rev. 8 Zion Rev. 7 Hith Revision 7 to the Generic GSEP, all Station Annexes were restructu*ed to not only conform to the new GSEP, but to conform to one another be'ter than previous revisions did.
Since every page of the Annexes have been altered somewhat, each document is considered a total rewrite and thus revision lines do not appear in the documents.
Section-by section generic changes are listed below:
1.1 While site descriptions have been maintained, detailed site location information is redundant with sach station's Updated Final Safety Analysis Report (UFSAR) and therefore the reader is referred to the station's UFSAR.
1.2 Various maps were previously used to depict the Station's surrounding area, including the 10 Mlle EPZ.
Each station now has one map, taken from the CECO Public Information Brochures (PIBs), depicting the surrounding area and the 10 Hlle EPZ.
1.2 Tables listing population distributions within the 50 Mlle Ingestion Pathway havn had their appearance improved, however 1990 census data is not yet eva11able to update the content of these tables.
2.0 Section changed to " Definitions and Acronyms." Generic GSEP Section 2 is referenced for common definitions and station specific definitions and acronyms have been added.

4.0 Since normal plant organization and most non-CECO support groups are generic to all six stations, these sections were removed.
Detailed descriptions exist in the Generic GSEP.
4.' 1 All six stations now explain their station-specific-staff augmentation for emergency events in thi_$_section.
4.2 ' Station-specfic non-Ceco support groups are listed here, generic Information is found in the Generic GSEP.
l 4.3 -Coordination with State and~ Federal agencies is described in detail in the Generic GSEP and it is so referenced here, 5.0 Each station has had Condition II, Transportation Accidents,-removed to comply with Rev. 7 of the Generic GSEP.
No other substantive changes will be made-to EAls with this revision.
