Report of Potential 10CFR50.55(e) Its on Possible ITE Circuit Breaker Failures (#87)

Dear Mr. Keppler:

On March 4, 1983, Detroit Edison's Mr. D. Ferencz, Acting Supervisor - Con-struction Quality Assurance telephoned Mr. P. Pelke of NRC Region III to report on a potential problem with ITE Circuit Breaker failures at the Fermi 2 site.

A meno was received from the NRC, and described a potential problem with Brown Boveri Electric, Inc. (formerly ITE) low voltage circuit breakers. The probim involves a defective capacitor in the trip circuit which, upon fai-lure, prevents the circuit breaker frm opening during an overcurrent condi-tion.

The Edison Startup Organization has empleted a survey of all solid state trip devices in the 480V switchgear at Fermi 2.

The survey found 130 of these devices equipped with a Type 40D capacitor. This capacitor has been found to degrade over time.

The failure of this capacitor, and in turn the trip device, can result in the failure of a breaker to interrupt a fault. It has, therefore, been deter-mined that the capacitor will be replaced in all 130 devices.

The details of this action and the expected empletion date have not yet been determined.
