Dear Judge Hoyt:

I would like to take this opportunity to formally request that you reconsider the location of the Seabrook prehearing conference scheduled for mid-April. At present, this conference is scheduled to be held in downtown Boston at the U.S.

Customs House.

All interested municipalities have been directed to attend, per the appro-priate regulations covered by 10 CFR 2.752, and other interested parties. and States have also been directed to attend.

It is my understanding that the Attorney General's Office of the State of New Hampshire, New Hampshire General Court Representatives, and local officials from the towns surrounding the Seabrook facility have all con-tacted you and requested that the location of the prehearing conference, as well as all licensing hearings, be scheduled at a New Hampshire location.

I concur with those requests and believe that the convenience of local officials, who have been directed to attend, should take precedence over the convenience of federal officials.

In addition, all hearings related to the licensing of the Sea-brook facility should be held in New Hampshire so that the. public can participate to the maximum extent allowed by law.

l We have a long tradition of public participation in New Hampshire and the interests and concerns of citizens should be reconsidered in light of this history and the interest that this facility has generated in the Seacoast area. Therefore, I hope that you will reconsider your initial denial of my request to relocate the hearing to New Hampshire so that all interested parties can fully participate without being unduly inconvenienced.
