Re: Wm. H. Zimmer Nuclear Power Station, Unit 1, Order to Show Cause and Order Immediately Suspending Construction, Docket No. 50-358 _

On November 12, 1982 an Order to Shern cause was issued which suspended all safety-related activities on the Zimmer project. The order directed us to obeatn an independent management review of the project and to submit a corprehensive plan to complete the project.

On March 2, 1983 we interviewed Messrs. John Steibel and George Weisman of Torrey Pines Technology as to their capability to perform the independent review of the Zimmer project management in accordance with Section IV.B. (1) (a) of the Order to Show Cause.

Enclosed are two copies of their proposal dated March 4, 1983; we are retaining two copies for our files.

We believe Torrey. Pines Technology has the necessary capability, independence, and technical and managerial competence to parform the independent review and request that you expedite your approval of this reviewer. As stated in the special comments column of your Zimmer Plan of Action, this phase is only preliminary to the recommendations regarding future management of the project; therefore, lengthy procedures fcr public participation should not be necessary.
