CHANGE 94-08, " REVISION OF SPECIFICATION 4.6.1.1 FOOTNOTE TO ADD MAIN STEAM VALVE VAULTS TO THE EXCLUSION AREA - UNITS 1 AND 2" In accordance with 10 CFR 50.90, we are enclocing an amendment to Licenses.

DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises the footnote associated with TS 4.6.1.1 to add the main steam valve vaults to the list of areas where containment penetration integrity is not required to be verified  :

once every 31 days for penetrations that are secured in the closed position. The valve vaults are low traffic areas due to the high temperatures and congestion, which are present at various locations within the vaults. As a result, the probability of these valves being misaligned during operation is remote. In addition, the high temperatures coupled with the physical congestion from valves, piping and structural steel, cause the valve vaults to be areas with significant personnel hazards. Approval of this change would reduce the amount of time employees are required to be exposed to this personnel hazard in order to maintain compliance with TS.

l The proposed TS change is identified in Enclosure 1. The justification for the l proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

l TVA requests that the proposed TS change be processed as soon as possible since it

! represents a reduction in exposure to a personnel hazard. TVA requests a 45-day implementation period for this TS change following issuance.
