- This 1990 Annual Environmental Operating Report (AEOR) for the Hope Creek Generating Station was prepared in accordance with Subsection 5.4.1 of Appendix B to racility operating Licenso No. NPF 57, Environmental Protection Plan

(Nonradiological).

The reporting requirements of the

- Environmental Protection Plan (EPP) became effective April

- 11, 1986, with the issuance of the initial Hope Creek Operating license, (NPT-57). - This is the fifth AEOR submitted for Hope Creek Generating Station.

It corresponds to the reporting period January 1, 1990 to December 31,

Hope Creek Generating Station produced 8,100,135 megawatt-hours of-net. electrical energy during this period.

2.0 ENVIRONMENTAL. PROTECTION ACTIVITIES 2.1 AOUATIC ISSUES Subsection 4.2.1 of the EPP references the Clean Water Act as the mechanism for protecting aquatic biota through water quality monitoring.

The NRC relies upon the State of New Jersey, acting under the authority of the Clean Water Act, to ensure applicable requirements for aquatic monitoring are implemented.

The state of New Jersey requires as part of their New Jersey poi]utant Discharge Elimination System (NJPDES) permit-program that effluent monitoring be performed, with the results summarized and submitted monthly on discharge monitoring report forms (DMRs).

The monitoring is intended to determine compliance with permit (NJPDES No. HJ0025411) effluent limitations.

We have reviewed the DMRs corresponding to the 1990 AEOR reporting period and have determined that no significant deviations have occurred.

We have observed no significant evidence of trends towards irreversible damage to the environment.

Copies of monthly DMR's are routinely sent to the document control desk and additional copies are available upon request.

Pursuant to the New Jersey Administrative Code (N.J.A.C.

7:14A), on June 5, 1989, Public Service Electric and Gas company submitted an application in support of it's request that the New Jersey Department of Environmental Protection revoke and reissue the Hope Creek Generating Ststion NJPDES Permit No. NJ0025411.

PSE&G submitted this application on the basis that the original permit was issued prior to the facility becoming operational.

All parameters in the original permit were determined based on engineering design and calculations.

Operational experience and data are now available and support the imposition of different permit limitations.

The New Jersey Department of Environmental Protection has chosen not to act on the revoke and reissue request.

On July 9,_1989, the Stage 3 Treatment Works Approval application for the Sewage Treatment Plant was submitted to NJDEP.

The NJDEP chose not to act on this submittal and, as per the 90 day rule, the application was accepted.

Effective January 11, 1990 the Public Service Electric & Gas Co. entered into an Administrative Consent Order (ACO) with the NJDEP.

The ACO was entered into by PSE&G due to HJPDFS permit violations.

It should be noted that the majority of violations occurred during start-up and that the NJPDES permit parameters were erroneously based on pre-operational design engineering calculations.

The requirements of the ACO provide PSE&G the opportunity to implement various studies using actual operational data.

The results of these studies will be used by PSE&G to support a request for revised NJPDES permit limitations that are more within the operational capabilities of the llope Creek Generating Station.

On March 30, 1990 application for renewal of the existing NJPDES permit incorporating the new sewage treatment plant and other requested changes was submitted to the NJDEP.

A copy of this renewal was forwarded to the NRC on March 30, 1990, reference number NLR-N90038.

On May 23, 1990, PSE&G received a letter from the DEP stating receipt of the NJPDES renewal package.

It also stated that the DEP will allow PSE&G to operate under the current permit, which expired on September 30, 1990, until a new permit is issued.

To date, the Public Service Electric & Gas Co. is awaiting continued review and approval by the NJDEP.

2.2 TERRESTRIAL ISSUES The Salt Drift Monitoring Program requirements specified in 3

Section 4.2.2 of the EPP have been satisfied and demonstrated that no significant adverse impacts will occur as a result of cooling tower operation.

No further terrestrial ecology monitoring is required by the EPP and there have been no unreviewed environmental impacts to the terrestrial ecology of the area as a result of facility operation.

3.0 EPP COMPLIANCE SIhT.UE 3.1 EPP NONCOMPLIANCES Subsection 5.4.1 of the EPP requires a list of EPP noncompliances and the corrective actions taken to remedy them.

No previously unreviewed environmental impacts attributable to the operation of the Hope Creek Generating Station were observed during 1990.

Likewise, there were no instances of noncompliance with the EPP.

3.2 REVIEW Subsection 5.1 of the Hope Creek Generating Station EPP requires that an independent review of compliance with the Environmental Protection Plan be maintained and made available for inspection.

The Corporate Environmental Compliance Group in the Environmental Affairs Department has conducted an environmental compliance review of the Hope Creek Generating Station.

This review is available upon request.

4.0 CHANGES IN STATION DESIGN OR OPERATION Pursuant to the requirements of Section 3.1 of the EPP, station design / operational changes during the time period covered by this report were reviewed for potential environmental. impact.

None of the recommended changes posed a potential to significantly affect the environment, and-therefore, none involved an unreviewed environmental question or a change in the EPP.

0 5.0 NON-ROUTINE REPORTE Subsection 5.4.1 of the EPP required that a list of nonroutine reports submitted to the NRC duting 1990 be included with this report.

Hope Creek Generating Station submitted only one non-routine report during 1990.

On September 23, 1990, PSE&G personnel reported an estimated release of 27 pounds of perchloroethylene to the NRC.

The spill resulted from a leaking gasket on a dry cleaning machine located inside a contractor-owned dry-cleaning trailer outside the protected area of Hope Creek Generating station.

Based on the rate of leakage and the elapsed time before discovery of the spill, it was determined that the discharge of perchloroethylene was in excess of the RQ value for that chemical (1 pound - 40 CFR 302.4) under CERCLA regulations and, as such, notification to the appropriate Federal, State and Municipal agencies including the NRC was required.

Immediate notification was made upon determination of the extent of the spill and a follow-up explanation was included in the "60 day report", reference number NLR-E90300, a copy of which was sent to the NRC.

Initial clean up of contaminated soil and remediation at facility was undertaken.

No contamination to any body of water was determined to have occurred.

Hope Creek Generating Station experienced no other unusual or important events that indicated or could have resulted in "significant environmental impact" during the 1990 reporting period.
