Verment Yankee Use of Test Assemblies
Dear Sir:
The purpose of this letter is to provide a clarification to certain criteria governing tne use of test assemblies in the Vermont Yankee core during the current (Cycle 15) core.
In our Reference (d) submittal, we detailed our plans to install test fuel assemblies and test control blades in the current core. Vennont Yankee installed four (4) Adsanced Nuclear Fuels Corporation (ANF) 9x9-IX test fuel assemblies and eight (8) General Electric " Marathon" hafnium-tipped control blades in the current core.
Reference (d) detailed certain criteria that were to be followed in the course of installing the test assemblies in the Cycle 15 core. One of these criteria states that the test assemblies should not be installed in any limiting location. For the test fuel assemblies, the term " limiting" refers to limiting thermal margin at any point during the cycle. For the test control blades, the term
" limiting" refers to cold shutdown margm at any point during the cycle. The criteria stated in Reference (d) were provided by NRC staff during a visit to NRC headquarters on May 2,1990 and by means of telephone coaversations on June 26, and Tuly 16.1990.
Based upon a telephone conversation with Mr. Marton Fairtile, Vermont Yankee Project Manager at NRC/NRR on April 2,1991, the enteria refenino, to the temi " limiting location at any point during the cycle" is urnecessarily restrictive and is in need of clarification. This term is intended to apply to steady state power operations only and hence does not apply during other modes of reactor operation such as shutdown or startup sequences. Therefore, please be informed that Vermont Yankee is modifying the test fuel assembly criteria to read, " limiting location during steady state power operation".
