Dear Mr. Russell:
In the Reference (a) letter, Commonwealth Edison (Comed) proposed to amend Section 3.2/4.2 of Appendix A, Technical Specifications to Facility Operating Licenses DPR-29 and DPR-30. The proposed changes involved a rewrite of the Protective Instrumentation section of the Technical Specifications and was submitted as part of an overall Technical Specification Improvement Program.
The purpose of this letter is to formally withdraw the proposed amendment for 3.2/4.2, Protective Instrumentation, as presented in Reference (a) for Quad j
Cities Station. New amendment requests, combined with identical Dresden Station amendment requests, are being submitted as part of a Technical Specification Upgrade Program at both Quad Cities and Dresden Stations.
The new amendment requests will be patterned after the original Quad Cities submittal, but will more closely follow the guidelines presented in NUREG-0123, Revision 4. In addition, the proposed amendments will make the Quad Cities and Dresden Technical Specifications identical within equipment and design limitations.
