-0HIO EDIS0N COMPANY PENNSYLVANIA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory ' Commission (the Comission) has issued Amendment No. 65 to Facility Operating License No. DPR-66 issued to Duquesne Light Company, Ohio Edison Company, and Pennsylvania Power Company (the licensees), which revised Technical Specifications for operation of the Beaver Valley Power Station, Unit No.1 (the facility) located,in Beaver County, Pennsylvania. The wendment is effective as of the date of issuance.

The amendment changes the Technical Specifications to waive the need_.

of Type-C testing for 38 valves.

These valves may now be water-tested under the licensees.' Inservice Testing Program.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate l

findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Priorpublic notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

e 7590-01 The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

. cation for amendment dated August 3,1982, supplemented by letters dated October 5, and October 25, 1982, (2) Amendment No. 65 to License No. DRR-66 and (3) the Commission's related Safety Evaluation.
