,,U,NITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO.50-27a PHILADELPHIA ELECTRIC COMPA'lY, ET AL NOTICE OF ISSUANCE OF AMENDfiEhT TO FACILITY OPERATIf4G LICENSE The U. S. Nuclear Regulatory Comission (the Commission) has issued Amend-ment No. 91 to Facility 9perating License No. DPR-56, issued to Philadelphia Electric Company, Public Service Electric and Gas Company, Delmarva Power and Light Company, and Atlantic City Electric Company, which revised Technical Specifications (TSs) for operation of the Peach Bottom Atomic Power Station, Unit No. 3 (the facility) located in York County, Pennsylvania.
The amendment was authorized by telephone on November 19, 1982.
It revised TS 3.5.A.5 to allow a one-time extension of the seven-day Limiting Condition for Operation to 10 days regarding the operation of a Residual Heat Removal heat exchanger. The amendment was issued on an expedited basis to avoid an unscheduled plant shutdown.
The application for the amendment complies with the standsrds and require-ments of the Atomic Energy Act of 1954, as amended {the Act), and the klcm' mission's rules and regula'tions. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR' Chapter f, which are set forth in the license amendment. Prior public notice of this amendnent was not required since the amendment does not involve a.
significant hazards consideration.
The Comission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant 8304060228 830328 PDR ADOCK 05000278 P
c, 2-7590-01 to 10 CFR 551.5(d)(4) that an environmental impact statement or negative dedlaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
