Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 NUREG-0737 Item II.K.3.5, Automatic Trip of Reactor Coolant Pumps Reference (1) requested all licensees with Combustion Engineering designed nuclear steam supply systems to provide the Staff their plans and schedules for resolving TMI Action Plan item II.K.3.5, Automatic Trip of Reactor Coolant Pumps. Northeast Nuclear Energy Company (NNECO), on behalf of Millstone Unit No. 2, hereby submits the information requested in Reference (1).

NNECO is addressing this item by utilizing input from the Combustion Engineering Owner's Group (CEOG), of which NNECO is a member. Following a review of several possible strategies, the CEOG has chosen to pursue the " trip-two, leave two" strategy (trip two reactor coolant pumps initially followed by a trip of the remaining two pumps at the time a LOCA has been diagnosed) as the preferred approach for resolving this issue.

The CEOG expects to have its program for addressing this issue finalized in May,1983, with analyses results available in the first quarter of 1984. Therefore, NNECO will provide both a description of the CEOG prograra and a schedule for completion of plant specific activities (including operator training and emergency operating procedures considerations) by July 1,1983.

The current operational guidance in use on Millstone Unit No. 2 is to trip all reactor coolant pumps during the initial phase of a depressurization transient, and to allow a pump restart when it is confirmed that the event is not a LOCA and that natural circulation is degraded. This guidance will remain in effect until the CEOG analysis has verified the acceptability of the " trip two, leave two" method and emergency operating procedures and training have been conducted on the new guidance.
