Information Relating to Recent Deficiencies in Quality

Dear Mr. DeYoung:

This will acknowledge receipt of your January 26, 1983 letter concerning subject matter and outlining recent knowledge that fraudulent activities by certain equipment suppliers may have resulted in the pro-vision and/or installation of non-qualified equipment in some nuclear plants.

We also acknowledge receiving with your January 26, 1983 letter, the following enclosures:

1)

Two NRC Preliminary Notifications on fraudulent practices by Ray Miller, Inc., and an NRC Information Notice on the same matter.

2) A copy of a January 10, 1983 letter to you from the Babcock &

Wilcox Company describing the provision of unapproved fittings, by the l

Tube Line Corporation, for subsequent installation in nuclear power l

plants.

3) A copy of an article on the Ray Miller, Inc., matter that appeared j

on the front page of The New York Times, on Sunday, January 23, 1983.

Our Purchasing records have been examined to determine if any purchases for Nuclear Grade material have been made from Ray Miller, Inc.,

during construction or in the operation of Indiana & Michigan Electric Company's Donald C. Cook Plant, Units 1 and 2.

The results of this detailed review revealed that no purchases for Nuclear Grade material have been mado directly from Ray Miller, Inc., for the Donald C. Cook Plant either during construction or in the operation of the plant.

.... Page 2 Also, after reviewing your January 26, 1983 letter and the Babcock

& Wilcox letter to your attention, dated January 10, 1983, we reviewed our Purchasing records to determine if any Nuclear Grade material has been purchased directly from Tube Line Corporation for shipment from their Houston, Texas, facility. Once again, the results of this review indicate that no purchases of Nuclear Grade material were made directly from Tube Line Corporation for shipment from their Houston, Texas, facility for the Donald C. Cook Plant either. during construction or in the operation of the plant.

We will follow closely and act accordingly on any additional infor-mation that is developed and ci,rculated by the Office of Inspection and Enforcement relative to deficient material furnished either knowingly or unknowingly by suppliers to the Nuc1 car industry.
